Hello, my name is Katie Cuellar, and I am the proud owner of Chances and Dreams. After years of managing operations in the ABA field, I knew it was time to open a clinic of my own—one that was not like the ordinary. I envisioned a space that felt like family: a play-based, therapy-focused, and genuinely fun learning environment where children could thrive. Born and raised in Texas, I was shaped by the values of hard work, resilience, and compassion. I earned my certification in medical coding and billing in 2009 and later received my Bachelor of Science in Finance, experiences that strengthened both my clinical understanding and business leadership.
As a mom of three, I understand how important it is to trust the team supporting your child. That is why I am deeply committed to creating a space where families feel supported, staff feel valued, and every child is given the opportunity to reach their dreams. I lead with heart, accountability, and an unshakable belief in the power of teamwork.
In recognition of my dedication to the autism and IDD community, I am honored to be a 2025 CR Unite Autism & IDD CARE Award winner, an achievement that reflects my ongoing commitment to excellence, advocacy, and compassionate care. Outside of work, I love running with my dog Chaynce, chasing sunsets, and making memories with my children. I grew up playing select soccer and competing on dance teams, and I bring that same competitive spirit, discipline, and drive into everything I do.

As the Operations Manager, I am responsible for overseeing the daily operations of the organization to ensure efficiency, productivity, and compliance with company policies and industry standards.. An essential part of my role is maintaining clear, professional, and timely communication with families. I serve as the main point of contact to address questions, provide updates regarding services, and ensure that families feel informed, supported, and confident in the care being provided. I strive to foster positive relationships built on transparency, responsiveness, and trust.
I am an army veteran, served 8 years active duty in the logistics field. I am a registered behavioral therapist and have 2+ years of experience in ABA. I am a mother to a very energetic 4 year old precious boy. I enjoy binge watching tv shows and working out.
Hello, I’m Bailee Smith, a Board-Certified Behavior Analyst (BCBA) who has been in the ABA field since January 2022. I earned my bachelor’s degree in Kinesiology from Texas A&M University–Tyler and my master’s degree in special education with a specialization in Applied Behavior Analysis from Arizona State University. I am passionate about supporting individuals and their families through compassionate, individualized, and evidence-based care.
Outside of my work, my world revolves around my family! I recently welcomed my first baby girl, who has brought so much joy into my life. In my free time, I enjoy playing board and card games, pickleball, and going on walks. I also have a Cane Corso who holds a very special place in my heart.
My name is Mitchell, and I serve as the Lead Registered Behavior Technician (RBT) at Chances and Dreams. I began my career in Applied Behavior Analysis (ABA) by transitioning directly into a full-time Behavior Technician role and have remained dedicated to growing within the field.
I earned my RBT certification through hard work and commitment, and over the past year, I have advanced into a leadership role where I support my team, lead by example, and help ensure each child receives high-quality, compassionate care.
Outside of work, I enjoy working on cars and spending time fishing, which helps me stay balanced and brings me a lot of joy. I am passionate about making a meaningful difference in the lives of the individuals and families I serve and am committed to continuing to grow in this field.
Hello, my name is Jessica, and I am a board certified and registered occupational therapist (OTR) at Chances and
Dreams in Pearland, Texas. In my role, I provide occupational therapy services to children while collaborating closely with behavior analysts, speech therapists, and families to support each child’s functional independence. I also provide supervision and mentorship to Certified Occupational Therapy Assistants (COTAs), ensuring high-quality, ethical, and client-centered care.
I earned my Master of Science in Occupational Therapy from Florida A&M University in April 2021. From early on, I knew pediatrics was my passion, and I have intentionally tailored my career to working with children. Since beginning my professional journey, I have primarily worked with children with autism and have gained extensive hands-on experience, mentorship, and clinical knowledge within this population.
I am deeply committed to helping children build independence and confidence in all areas of life by meeting them where they are and gently pushing them toward new levels of growth. As a former collegiate student-athlete, I bring dedication, perseverance, and a strong work ethic into my practice. I also recently obtained my certification as an infant massage coach (CIMC), which allows me to incorporate additional sensory-based strategies to support regulation, bonding, and overall development.
Born and raised in Florida, I relocated to Houston in 2022 to begin my occupational therapy career. Outside of my professional role, I enjoy crafting and DIY projects, traveling, and spending quality time with my family.
